Timbale Terrace

Timbale Terrace will transform an NYPD parking lot into a mixed-use development with a unique community cultural center, robust amenities and social services that will foster the well-being of the broader East Harlem community and advance the goals of the East Harlem rezoning. The project. which was part of HPD’s East Harlem RFP. will include 341 100% affordable housing units, 75 NYPD parking spaces for the 25th Precinct, and 21.000 sq ft community facility space that will be home to Casa Belongó. The community facility space, on the ground floor and cellar, will be the new permanent home of Belongó, a non-profit institution dedicated to performing, educating about, and preserving the music of all of the Americas, emanating from African and indigenous roots through the entry point of jazz. Casa Belongó will include a state-of-the-art performance facility, rehearsal space, classrooms for free and low-cost music instruction, spaces for cultural programming and community events, co­working space, and a cafe.

Of the 341 residential units, 84 will be affordable to households earning up to 30% of Area Median Income (“AMI”), 71 will be affordable to households earning up to 50% AMI, 88 will be affordable to households earning up to 70% AMI, and 97 will be for SMI/SUO households with supportive housing services provided by Lantern Community Services through an NYC 15-15 contract.

Residents will have access to three open-air roof and terrace areas on the 3rd, 8th, and 16th floors. The 16th floor is exclusively dedicated to residential amenities, including an approximately 5,000 SF community room, fitness room, onsite social services suite, and panoramic views of New York City.

Financing was provided through 4% LIHTC with HOC bonds, Goldman Sachs as construction lender and tax credit investor, HPO ELLA subsidy, and grants from OASNY, NYSCA, ORI, and various private donors.
