The Hart (Vital Brooklyn Site C)

The Hart, developed by CAMBA Housing Ventures, Inc. (CHV) with on-site supportive services provided by CAMBA, Inc., will transform the Interfaith Broadway site (previously used as a mental healthcare clinic and parking lot) into 57 units of much-needed sustainable, affordable and supportive housing with innovative community facility programming conceived to serve the residents and the community. Representing over $39 million in public/private investment in Bedford-Stuyvesant, Brooklyn, the transit-oriented development will include co-located housing and healthcare, including the relocated mental health outpatient program and a co-located primary care center, which will serve as one of Vital Brooklyn’s 32 Ambulatory Care Centers. Vital Brooklyn is New York State’s new comprehensive community development initiative that addresses chronic social, economic, and health disparities in central Brooklyn, one of the most underserved areas in the State. The Hart will fulfill the goals of the Vital Brooklyn Initiative in central Brooklyn, elevating the standard of affordable and supportive housing in New York City and creating an innovative model that can be replicated nationwide.

The Hart will create a stable community for chronically homeless frail/elderly singles (34 units) and chronically homeless families (4 units) with at least one qualifying member who is living with serious mental illness while creating new networks that support health, an active lifestyle, and connections to family and neighbors, supported through an Empire State Supportive Housing Initiative award. 18 community units will be set aside for low-income households earning at or below 60% AMI (12 units) and 90% AMI (6 units). 1 unit will be reserved for a live-in superintendent. The Hart Affordable and Supportive Housing will deploy Active Design principles and pursue LEED Gold certification and Energy Star Certification, and intends to include a solar-ready option for a photovoltaic array as tools to achieve lower operating expenses while reducing impact on our natural resources and providing healthier buildings for the residents and neighborhood. The Hart will feature 24/7 security, a community room, computer room, laundry room, fitness and gardening terraces, bicycle storage, and access to CAMBA, Inc.’s on-site social services which are individually tailored to each tenant’s needs.

HSE represented CHV in securing over $39 million in construction financing, including Low-Income Housing Tax Credits (LIHTC) that will generate $21.9 million in equity and a $6.1 million subsidy from New York State Homes and Community Renewal. New York State Homeless Housing and Assistance Corporation will provide about $7.9 million from the Homeless Housing Assistance Program. Federal Home Loan Bank of New York Affordable Housing Program will provide $1.75 million. Finally, developer equity and financing from other sources will provide over $1.5 million. The Construction Loan and Tax Credit equity is provided by Bank of America and Enterprise Community Investments is the Tax Credit Syndicator.
